Lincoln, Illinois Adjourned City Council Meeting April 26, 2011
Minutes of an Adjourned City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Tuesday, April 26, 2011.
Mayor Snyder called the Adjourned City Council Meeting to order at 7:00 p.m. City Clerk Mrs. Martinek called the roll. There were eight Aldermen present (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman O'Donohue, and Alderman Tibbs) and two absent (Alderman Neitzel and Alderman Wilmert). Department Heads present were Fire Chief Miller, Police Chief Greenslate, Building and Safety Officer Mr. Lebegue, City Engineer Mr. Mathon, and Street Superintendent Mr. Jackson. Also present were City Clerk Mrs. Martinek, Mayor Snyder, City Attorney Mr. Bates, City Treasurer Mr. Conzo, and Recording Secretary Mrs. Riggs.
Those present recited the Pledge of Allegiance to the Flag.
Public Participation: There was no Public Participation.
Mayor Snyder called for the Consent Agenda: Payment of bills
Alderman Anderson moved to approve the Consent Agenda as presented and Alderman Horn seconded it. Mayor Snyder asked if there was any discussion. City Clerk Mrs. Martinek called the roll call. There were eight yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby Alderman Hoinacki, Alderman Horn, Alderman O’Donohue, and Alderman Tibbs), zero nays, and two absent (Alderman Neitzel and Alderman Wilmert); motion carried.
Approval of any items removed from the Consent Agenda There were no items removed from the Consent Agenda.
Petitions There were no Petitions to be approved by the City Council.
Ordinances and Resolutions
Resolution 2011-235 approving the working budget for Fiscal Year 2011/2012 (tabled 4/18/ 2011)
Alderman Anderson made a motion to remove from the table and Alderman Horn seconded it. City Clerk Mrs. Martinek called the roll call. There were eight yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby Alderman Hoinacki, Alderman Horn, Alderman O’Donohue, and Alderman Tibbs), zero nays, and two absent (Alderman Neitzel and Alderman Wilmert); motion carried.

Resolution 2011-235 approving the working budget for Fiscal Year 2011/2012 (tabled 4/18/ 2011)
Alderman Anderson moved to approve the Resolution adopting the working budget for the City of Lincoln from May 1, 2011 to April 30, 2012 in the amount of$12,721,241.00 and Alderman Horn seconded it. Mayor Snyder asked if there was any discussion. Alderman Anderson said she would just like to make note that under the police department line operation the capital expense there is $36,000.00 there and it should be in the line of Capital Expense-Vehicles and it is under personnel equipment and doesn't change the totals at all but they will just bump that up to the other line. Mayor Snyder said other comments or questions. Alderman Anderson said she was glad it was done. Mr. Conzo said they would have a more detailed summary of each section of the budget which will not affect the total. City Clerk Mrs. Martinek called the roll call. There were eight yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby Alderman Hoinacki, Alderman Horn, Alderman O’Donohue, and Alderman Tibbs), zero nays, and two absent (Alderman Neitzel and Alderman Wilmert); motion carried.
Mayor Snyder thanked everyone. He said Alderman Anderson on behalf of your fellow Aldermen, the Mayor and City Treasurer and everyone else that is associated with the city we want to say thank you and he had flowers for her.
Unfinished Business There was no New Business to come before the City Council.
Reports There were no Reports to come before the City Council.
New Business/Communications There was no New Business/Communications to come before the City Council.
Alderman Busby made a motion to adjourn and Alderman Anderson seconded it. There were eight yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby Alderman Hoinacki, Alderman Horn, Alderman O’Donohue, and Alderman Tibbs), zero nays, and two absent (Alderman Neitzel and Alderman Wilmert); motion carried.
The Adjourned City Council Meeting was adjourned at 7:04 p.m.
